Performance targets and exams
Examination based on oral evaluation of a written case-based project delivered as group or individually - 15 pages per person. Evaluation of the oral exam based on the following performance targets: Knowledge of the New Public Management in public institutions and enterprises and adaptation of public governance structures:

  • Method of Use
  • Knowledge of implementation and evaluation tools
  • Analysis of ethical dilemmas and opportunities
  • Result (s) and perspective.
Recommended prerequisites (not compulsory): Basic understanding of public management / governance in political organizations and institutions.

Course content
The course enables the student to analyze the perspectives, tools and earnings generated within New Public Management in the public sector.
New Public Management: - Driving forces, political-administrative design, organizational types, convergence and divergence between countries and implementation models (Anglo-Saxon countries, Continental Europe, Scandinavia and Asia), sector studies (health care, police reform, the water sector, postal services, airports and cultural institutions), governance models and auditing (benchmarking), privatization and organization of public-private partnerships (PPP), efficiency and implications, public "voice" and democratization perspective of public leadership and service.
The course’s development of personal competences:
Personal competences developed in this course is an in-depth understanding of the transformation of the public sector from the 1980s till today. The students will develop skills of managerial, governance and leadership competences as the course will be based on case-based teaching and exercises in class.
Teaching methods
Presentations from educators and active discussions, involvement of teachers' research, student presentations and case studies from public institutions and businesses. Comparison and contrast between theory and empirical studies from home and abroad, and student presentations. The lectures will introduce the teacher to both the theoretical perspective and empirical case studies with papers and together with the students discuss and reflect on ethical, social and political dilemmas and opportunities within the New Public Management, partly on the theory's own terms and partly in relation to its practical application in the empirical cases. Student Presentation of theory or empirical cases compared with theory. Training and preparation of synopsis for oral exams.
