The completion of this course is based on active student participation in class. The course will be considered as passed if the students participation - based on an overall assessment - in the class activities fulfill the learning objectives of the course. The individual student’s participation is assessed by the teacher.

Aids: Open book: all written and electronic aids
The student is allowed to bring to the preparation room: Simple writing and drawing utensils, laptop/tablet as a reference book (NB: there are no electric outlets available), any calculator, books including translation dictionaries, compendiums, notes. PLEASE NOTE: Students are not allowed to communicate with others during the preparation time.

Course content, structure and pedagogical approach

Public regulation plays a central role in shaping how organisations operate, how markets function, and how services are provided in both private and public sectors. This course introduces students to the legal frameworks that govern the relationship between organisations, markets, and public authorities, with particular attention to regulatory issues relevant to service-oriented organisations and contemporary business practice.

 

The course provides students with a foundation in key areas of public regulation and develops their ability to analyse how legal rules affect organisational choices, market access, service provision, and business conduct. In the first part of the course, students are introduced to central regulatory frameworks, including selected elements of EU internal market law, competition law, public procurement law, and data protection. In the second part, the course applies these perspectives to concrete sectors and service settings, examining how public regulation enables, structures, and constrains organisational and market behaviour in practice.

 

The course combines theoretical perspectives with practical application through work on concrete cases involving organisations, sectors, and regulatory challenges. Students are trained to identify legal problems, apply relevant legal sources, and develop reasoned responses to real-life regulatory issues. The course also encourages reflection on accountability, legitimacy, and the role of regulation in responsible management and service provision. Through lectures, workshops, and class-based activities, students strengthen their analytical skills, problem-solving abilities, and capacity to communicate legal reasoning in a clear, structured, and practice-oriented manner.
