Learning objectives
To achieve the grade 12, students should meet the following learning objectives with no or only minor mistakes or errors: 1. Compare and evaluate e-government policies at local, national and supranational level
  • 2. Analyze and explain the historical development of e-government policy initiatives
  • 3. Induce and critically assess e-government concepts and definitions
  • 4. Identify and analyze characteristics and challenges of the policy areas of Smart Cities, eHealth and eParticipation
  • Can draft a strategy with visions, goals, risk analysis/ mitigation strategy, and evaluation points

Oral exam based on a written project:

In order to participate in the oral exam, the written product must be handed in before the oral exam; by the set deadline. The grade is based on an overall assessment of the written product and the individual oral performance.

Course content and structure

The course explores national and international cases on digital government.

The following topics are addressed in the course:
• Strategies and policy, concepts and definitions
• Policy dilemmas on efficiency and values/ norms

• EU policies and strategies, focus of strategies and their impact in the member-states
• The Asian digitalization – examples of Asian e-government policies which have turned out to be extremely successful

 

We will cover four areas:

• online communication (survey in Norway, Denmark, Germany, and New Zealand)

• eHealth and assisted living technologies
• e-democracy and participation
• Smart Cities

 

In the course we there will guest lectures (some physical, some by web) from Korea, Netherlands, Germany, and US).

 

In the exercises we will use project management tools to facilatate the learning of how to link strategy with project management tools. In the exercises, we will also use IT-tools to analyze homepages of government websites.
